Today we will summarize the results of Turkmenistan’s activities in regard to international cooperation in 2024, as well as discuss the key vectors of the country’s foreign policy and priority tasks in this vector for next year.

I would like to note that in 2024 activities of international importance have been accomplished. The 300th anniversary of the birth of the great son of the Turkmen people Magtymguly Fraghi was widely celebrated in our country and abroad. About 170 important events were organized in other countries on the occasion of this remarkable date.
The main event of the year was the International Conference “Interconnection of Times and Civilizations – the Basis of Peace and Development” held in Ashgabat, which was dedicated to the 300th anniversary of the birth of Magtymguly Fraghi.
The Forum was a significant unifying factor in strengthening international peace, mutual understanding, trust, confidence in the power and potential of a advanced culture of dialog, based on the philosophical heritage of Magtymguly Fraghi.
This International Forum has increased the reputation of Turkmenistan as a peace-loving state, demonstrated the great respect of the world community for our country, the Turkmen people, its rich history and culture.

Next year, grand events are planned to be held in honor of the glorious 30th anniversary of Turkmenistan’s neutrality and the declaration of 2025 as the International Year of Peace and Trust by the General Assembly of the United Nations on the proposal of our country.
The recent adoption of the resolution on the Treaty on a Nuclear-Weapon-Free Zone in Central Asia initiated by Turkmenistan at the 79th session of the United Nations General Assembly was also an important event. We are honored by the support of many United Nations Member States to this initiative.

I cordially congratulate all of you on these historically significant events in the life of the country and the successes achieved.
All of them, along with the wide recognition of Turkmenistan’s foreign policy, are a triumph of the activities carried out in the name of universal peace, sustainable development and strengthening relations on the basis of trust.
In this context, it is necessary to effectively continue the ongoing work on developing cooperation with international organizations in this direction.

The preparation of a document of international significance on the occasion of the International Day of Neutrality in 2025 should be of utmost attention. This document should vividly reflect the norms of neutrality. In this regard, the Ministry of Foreign Affairs should develop an appropriate instruction for the Embassies and Permanent Missions of our country abroad.
It is also necessary to focus on cooperation in the framework of the Group of Friends of Neutrality for Peace, Security and Sustainable Development established on the initiative of Turkmenistan. A high-level meeting of this Group will be held in Ashgabat on December 11 this year.

Our activities should be carried out mainly in two vectors, in particular, in the field of bilateral and multilateral diplomacy. On this basis, in order to implement the Global Security Strategy of Turkmenistan in the future, we should attach special importance to increasing the number of states supporting the initiative to grant neutral countries the status of priority partnership with the UN in the peacekeeping efforts of the United Nations.
Also, in order to increase the number of states supporting our initiative to establish the Alliance for Global Energy Security and Sustainable Development, it is necessary to intensify the work carried out at the bilateral level.

Recently, a new Department of Foreign Policy Information and Digital Diplomacy was established in the structure of the Ministry of Foreign Affairs, as well as a Resolution was adopted to introduce the position of Press Attachés in a number of Turkmenistan’s Embassies.
All this work - multifaceted steps - is aimed at achieving one goal, in particular, to increase the visibility of the achievements of our country in the world and to explain the essence of our foreign policy.
In the International Year of Peace and Trust, in the year of celebrating the 30th anniversary of Turkmenistan’s neutrality, our foreign policy should be reflected in the international arena. The tasks on increasing visibility should take place widely.
The rich history, culture, traditions, ancient monuments, unique nature, modern “smart” cities, successes achieved in all spheres of our neutral state should be promoted. For this purpose, all Embassies in foreign countries need to organize creative meetings, cooperate closely with prominent scholars specializing in Oriental studies, experts and journalists in the field of history, archaeology and culture.

In the coming 2025, the main task of our country’s foreign policy and diplomacy is to implement the resolutions recently adopted upon the initiative of Turkmenistan by the United Nations General Assembly. In this context, in addition to the member states of the United Nations, we should closely cooperate with the Secretariat of the Organization.
Turkmenistan is currently working with the UN to implement joint programs. These include: “UN - Turkmenistan Sustainable Development Cooperation Framework for 2026-2030”, Joint program of UN agencies “Youth, Peace and Security”.
Also on December 6, the Turkmenistan-United Nations Strategic Advisory Council had a regular meeting. The meeting resulted in the adoption of the “Roadmap for Strengthening SDG Reporting in Turkmenistan for 2025-2027”.

The concept of the foreign policy course of neutral Turkmenistan is multifaceted and includes many areas. In the coming year, Turkmenistan will continue to strengthen cooperation in bilateral and multilateral formats.
Relations with neighboring countries are among the priority areas. In this context, Turkmenistan and the countries of Central Asia, as well as the Caspian region will continue to strengthen ties based on the principles of brotherhood, good-neighborliness and mutual respect.
Turkmenistan will increase cooperation with the states of South Asia, the Near and Middle East, and the Asia-Pacific region. At present, these regions have achieved global economic and technological progress. I would like to note the interest of the countries of these regions in partnership with Turkmenistan.
Equal and mutually beneficial relations with the countries of Europe and America based on the principles of mutual respect will be further developed. Special attention will be paid to cooperation in such areas as high technologies, transition to “green” energy, introduction of artificial intelligence.
In foreign policy, much attention should be paid to interaction with the countries of Africa.
I would like to address the representatives of Turkmenistan at international organizations. Multilateral diplomacy will gain great importance in the coming year. In this context, it is necessary to work to increase the number of countries that support the position of Turkmenistan as a neutral state and provide effective assistance to our country in this regard.

The Ministry of Foreign Affairs carries out consistent work to ensure a worthy honoring of significant dates and holidays. In this regard, in September this year, the Organizing Committee was established to hold events in the framework of the International Year of Peace and Trust. I instruct the Cabinet of Ministers of Turkmenistan to prepare for the first meeting of the Organizing Committee in January next year and submit proposals on its agenda. At the meeting of the Organizing Committee we will approve the Plan of the forthcoming events.

Together with the international community, we should work hard to celebrate historically significant and noteworthy dates - the 30th anniversary of permanent neutrality of Turkmenistan and the events of the International Year of Peace and Trust – through noble work and successes in 2025.
